Vinton W. Bacon, General Superintendent, began his tumultuous term to reform the administration of the District in October 1962. After seven years, much good had resulted, but he couldn’t stop playing the role of reformer, and that appeared to be his undoing. On October 12, 1966, Vinton W. Bacon announced at a news media briefing that he had appointed an attorney as temporary head of the personnel department after the director of personnel agreed to take a leave while an investigation of civil service examination test irregularities was being conducted.
